Warner joins Henrico officials, local housing leaders to announce new development under Affordable Housing Trust Fund

Affordable four-bedroom homes will begin construction in the Tuckahoe District later this month, bringing accessible options to first-time homebuyers by summer 2026.

Henrico County officials joined U.S. Sen. Mark R. Warner, staff from developer Center Creek Homes and local housing industry leaders this afternoon at a site off Quioccasin Road to break ground for Pemberton Row, the latest development to receive support through Henrico's Affordable Housing Trust Fund.


Since its launch in summer 2024, the Affordable Housing Trust Fund has supported development of more than 100 homes in five communities across the country. Thanks to the county's partnership with Center Creek Homes, 20 more affordable homes will be added at Pemberton Row.

Tuckahoe District Supervisor Jody K. Rogish noted the median price for a home in the district reached almost %500,000 last summer. Homes sold to income-qualified buyers in Pemberton Row will be sold well below that media, he noted, at $350,000.


"Reducing the cost of home ownership for some of our hardworking residents --- child care workers, forklift operators, firefighters --- they can build equity," Rogish said. "Many of these individuals do not have six-figure paychecks, yet their roles are essential for all of is. It's challenging to save enough for a down payment these days; living paycheck to paycheck is a reality for far too many people."

Warner applauded the efforts of county and local housing officials to tackle the housing crisis, noting the Affordable Housing Trust Fund is a possible solution to housing crises for localities across the U.S.


"Your county is doing as innovative a project as anything I've seen, not only in Virginia, but in the country," Warner said. "People in the housing industry across the nation are looking at you."


Center Creek Homes CEO Dan Magder said the homes in Pemberton Row will be built with families and multigenerational households in mind.

"Builders need partnership to deliver affordable homes, especially in a high-opportunity neighborhood such as this one, where land costs are higher," Magder said. "Partnering with the Affordable Housing Trust Fund can ensure families at a range of incomes can access a good home and the good schools in this area."

The Affordable Housing Trust Fund was established with a $60 million investment from taxes paid by data centers in the county. Administered by the Partnership for Housing Affordability, the fund is used to reduce the price of newly constructed homes and make homeownership more accessible to qualifying first-time buyers.
